Jalal Arabi, who was born in the early 1960s, currently holds the position of the new Chairman and Chief Executive Officer of the National Hajj Commission of Nigeria (NAHCON) for a term of four years in the first instance.
Jalal Arabi Career
Jalal Ahmad Arabi began his career in July 1985 at the Ministry of Justice in Bauchi, Bauchi State. He started as a State Counsel and quickly proved himself, earning a promotion to the position of Senior State Counsel within a year.
In the following years, he held various roles in different organizations. He served as Secretary/Legal Adviser and Head of Administration at Manto Processing Ltd in Bauchi. From 1989 to August 1990, he held the same positions at the Bauchi State Water Board. His rapid progress within the Bauchi State Civil Service drew attention.
In August 1990, he joined the Federal Ministry of Agriculture and Rural Development in Nigeria as a Legal Officer and Personal Assistant to the Honorable Minister. This marked the beginning of a career that would see him rise through different offices and ministries, impressing everyone with his expertise, dedication, and commitment to excellence.
In May 1993, he was appointed as the Legal Adviser to the Secretary to the Government of the Federation (SGF) at the Office of the Secretary to the Government of the Federation (OSGF). In this role, he provided legal counsel and participated in legal and administrative matters, including policy implementation. He also represented the Presidency on legal and semi-legal bodies and attended security meetings.
In December 2000, he was transferred to the Federal Ministry of Transport and Digital Infrastructure, where he served as an Assistant Director (Rail) for two years.
In January 2003, he moved to the Ministry of Defence, becoming the Deputy Director (Parastatals/Special Services). In this role, he was responsible for overseeing the Para/Special Service Division, which handled foreign military training, bilateral and multilateral relations, security, and intelligence matters.
His impressive legal career led to his appointment as the State House Counsel in June 2007.
Throughout his career, Jalal Arabi also took on various ad-hoc roles, including serving on committees and teams related to judiciary and police reviews, international relations, human rights, and many other important issues.
In terms of his education, he attended the College of Arts and Science in Bauchi from 1978 to 1980, where he earned his IJMB Certificate. He then enrolled at the University of Jos in 1980, where he obtained his Law degree, LLB (Hons), in 1983. Following that, he completed his BL at the Council of Legal Education in Lagos in 1984.

In the late 1960s and throughout the mid-1970s, Jalal attended Islamiyya Primary School in Jos, Plateau State. During this time, it was challenging to predict his future path. However, as time passed, it became evident that young Jalal was like a promising bud, ready to blossom.
Jalal was born on October 28, 1962, in Jos, Plateau State, even though he is originally from Gombe State. He enthusiastically embraced his birthplace and began his education at Islamiyya School in 1967.
After obtaining his First School Leaving Certificate in 1973, Jalal continued his education at Government Secondary School Gombe that same year. He completed his secondary education in 1978, achieving impressive results in the West African Senior School Certificate Examination (WASC).
In his pursuit of knowledge and self-improvement, Jalal has participated in numerous conferences and seminars, both nationally and internationally. These include programs at institutions such as the Nigerian Institute of Advanced Legal Studies (Legal Drafting), ASCON (Management) in 1993, University of Maryland, College Park (Negotiations) in 1990, Jesus College, Cambridge (Economics Ethnics and Etiquette) in 1996, and the World Bank Institute (Public-Private Partnership) in 2000.
He has also attended programs at institutions like the Institution for Higher Defence Studies in Paris (Counter-Terrorism) in 2003, Africa Centre for Strategic Studies (Seminar on Strategy and Command) in 2004, Geneva Centre for Security Policy (Security Policy) in 2006, Marshall Centre for Security Studies in Germany (Counter-Terrorism) in 2006, and many more. His commitment to lifelong learning and development is evident in his participation in these programs.
Jalal Arabi Appointment
Alhaji Zikrullah Kunle Hassan, the outgoing Chairman and Chief Executive Officer of the Commission, has been granted permission by the President to commence a three-month pre-retirement leave, in line with the Public Service Rule (PSR) 120243. This leave will begin on October 18, 2023, and continue until his retirement from the Commission on January 17, 2023.
President Bola Tinubu has approved the appointment of Alhaji Jalal Ahmad Arabi to serve as the Chairman and Chief Executive Officer of the National Hajj Commission of Nigeria (NAHCON) for a term of four years in the first instance.
